В установочной папке программы Mozilla Firefox, например, лежит файл LICENSE. В нём содержится MPL, в части 3 которой написано:

The Source Code version of Covered Code may be distributed only under the terms of this License or a future version of this License released under Section 6.1, and You must include a copy of this License with every copy of the Source Code You distribute. You may not offer or impose any terms on any Source Code version that alters or restricts the applicable version of this License or the recipients' rights hereunder. However, You may include an additional document offering the additional rights described in Section 3.5.

В то же время, в части 1 написано:

"Commercial Use" means distribution or otherwise making the Covered Code available to a third party.

Таким образом, в продуктах коммерческого типа использование движка возможно - вот только полученный продукт необходимо будет обнародовать и распространять тоже под лицензией MPL.

For new code and not a modifications to existing code, you could choose to use any of a number of different licenses (up to and including keeping your new work completely private and non-free.) Licenses which are legally compatible with NPL include MozPL, BSD, LGPL, and in fact most others. (But not GPL, since GPL is by design incompatible with all licenses that are not themselves GPL.).

Я извиняюсь, я совсем не точно выразился. Продукт будет коммерческий, и для своих функций будет использовать движок IE, но при желании пользователь сможет скачать  бесплатный модуль (даст возможность функции GECKO). Или это не меняет сути дела.

Там к лицензии даны аннотации.
