Поднимает уровень сигнала, как аудиоплееры делают с включённым pre-amp или эквалайзером до миксера Windows. То есть не уровнем громкости в самой винде.
Безопасно, наверное, один фиг звуковая плата киловольты на выход не выдаст. Только звучание с искажениями будет.
Это если запись тихая, тогда можно и добавить.
Лично я не сталкивался с такими звуками, что нельзя сделать громче штатным миксером или в крайнем случае на колонках громкости навертеть больше.
